First If your computer is more than Five years old there probably isn't much you can do or rather it isn't worth the money to do anything. Second The fastest way to increase the speed of your PC is add some more RAM/ Memory to it. This is like the fuel for your computers engine and will help the best, so if you are serious about increasing the speed this will definitely improve things for you. Third Delete old files on the hard drive that you aren't using. Temporary Internet files, cookies and Spyware all can be a real drag on you PC so delete you don't need them. The more free space on the hard drive the faster your PC will operate. Nothing dramatic but a bit of an improvement. Finally After these steps you should notice some difference but again if the PC is old & obsolete, I recommend buying a new one.

You can do lots of things, but you may try these few steps:

1) Check your desktop icons.
Each icons may take roughly 1/2 seconds to load, so the more icons you have on your desktop, more loading time needed, so reduce those. I have a user in my workplace whose desktop are FULL with icons.

2) Check the files inside your startup folder inside C://Documents and Settings//Start Menu/Startup.
If you have certain application that you do wish to run when you startup, you can check inside this particular folder. Just delete the file inside that you do not want to bootup.

3) Defrag your drive.
Go to Control Panel>>Administrative Tools and then choose "Computer Management". In the list, choose "Disk Defragmenter". Try to analyse each of your harddisk and defragment if they need to be. Don't do this often as this process involved lots of data movement and frequent doing this may result in drastic shortening of your harddisk lifespan. Do this every 3-6 months.

4) Download security updates/virus definition file/spyware definition files daily
This step must never be skipped everytime you go home. Check for updates frequently. New virus comes up nearly everyday and you need the definition files early to protect your PC from viruses. Same thing for your antispyware programs.

5) Scan your PC for any antivirus/malware/spyware.
Do this scan frequently, preferrably once a week, but if you can't, just do this once every fortnight or every month.

6) Never install software from unknown/unreliable sources.
Certain software that you download may increase boot time drastically and this is something that you do not want to happen. Although certain softwares are tempting to be used, please ask around forums (or here) to see whether the software is legit and free of spywares.

7) Check your msconfig.
Go to start>>Run and then type "msconfig". Check the "Services" and "Startup" Tabs and see whether you have certain softwares that you do not wish to load when it boots up. If you do not know what software each of the name depicts, try to google the name and you should be able to know which software runs that particular services/exe.

Make sure you do not have too many programs running in the background or the Sys Tray. You can also turn off many of the default services under Administrative Tools in the Control Panel. Many of these services can be safely disabled and it will free up system resources and allow your programs to run faster. There are several pages online that list all the services Windows runs and which of these can be safely disabled.

I do not think that there is a particular software out there that will significantly improve the speed of programs. De-fragmenting the hard drive from time to time will help. There are definitely hard wares out there such as CPU, rams, motherboards, video cards, etc., there are more but those are the main upgrades you can do to improve the performance of your computer. Money = real performance improvement in the computer world.

Double your memory.
Defrag your hardrive.
Delete files you dont need and make more disk space on your main drive.
