It depends on what kind of "Travel" Insurance you are looking for. Sometimes when you book a trip, you can pay a little extra to have the ability to change or cancel your tickets for a full refund. This would be done with the travel agent that books your arrangements. It is a good idea if you are booking way in advance as plans can change before your trip comes around. I know some airlines also used to have insurance packages for injuries while abroad to cover the additional medical expenses involved with transferring back to your home country. Your travel agent should also be able to provide this for your or point you towards a source.

If you are talking about travel accident life insurance (like if your plane goes down or the train derails and kills everybody) don't bother. You are much more likely to get killed on your commute to work in the morning than on an airplane or train ride. If you really do want some short term extra coverage, give your local insurance agent a call (the one you bought your home/auto insurance through). He/she will be able to give you some options.
