I can access information, however, I have to have the need to know and the right to know.
I cannot just look people up because I find them interesting or run their plate because they cut me off on the freeway while I was driving to work. I can go to jail and lose my job for doing that.
Plus, data bases that we access information on, like NCIC and CJIS, will cut off service to police departments that allow unauthorized access.

Jeez , law enforcement must have changed since I was there. Seems to me we had to beg pretty please to get warrants from the States Attorney.
If you mean running plates and licenses then yes, we can do that without a warrant. Takes about 3 seconds. Become a policeman and you too can have the power. The force will be with you ( or maybe not)
