Yes ,If you are not in the top 35 in owner points, you need to be the fastest qualifier out of the cars not in the top 35.
So that means you can miss the race even though you might have a faster lap than another driver, because only the top 35 cars in owner points are guaranteed a spot in the race regardless of their qualifying speed.

A FAIR WHY TO SEE WERE THE DRIVERS WILL START. THE PETTY, RIGGS THING THAT IS JUST HOW FAST THEY GO NOT OWNER POINTS. THAT IS FOR THE TOP 35. IF YOU ARE IN THE TOP 35 YOUR SAFE FROM GOING HOME,IF YOUR NOT YOU MUST QUALIFY VERY WELL TO MAKE IT IN THE 43 THAT RACE.

Drivers who are in the top 35 in owners points are automatically in a race those who are not have to race their way in. For those in the top 35 its just a way to secure a good starting position.

basically riggs is 36th in owner points has to qualify on time
petty is gaurenteed a spot in race because he is in the top 35 even if he wrecks during his qualifing laps

if your not in the top 35 in owner points,your trying to qualify for one of the 7 spots open to fill the 42 car race field.so top 35 in owners points are automatically in the race,so their time trials is for post position.
