depends on where you are at the time, and you job. some people here can answer any time others are restricted to thier cell phone use during duty hours, I'm pretty sure its up to the commander and 1sg as to the when its ok to use them.

I'm sure it would be a local command issue...

When I was a Navy instructor in 1992-1994 we had to write a NEW instruction to deal with pagers and cell-phones. First to ban their use by students during duty-hours, and then to ban cell-phones from inside our offices/classrooms because of security issues.

Instructors could carry pagers ONLY if they were cleared as receive-only, and had to be set on vibrate, AND could not be worn while teaching.
