More than anything, running. Others have mentioned "cardio", but I want to say specifically, if you run a lot, you will be slimmed down. I advise doing sit-ups in conjunction with running, or other ab exercises in conjunction with running too, but the more you do, the better you'll be.

At the gym I used to go to, there was an incline bench you could lie down on, so your head is tilted down. That way when you came up for your sit-up you had to go farther. I would do that with a 45 pound weight behind my head and it did pretty well for me, and after many reps of that you can get pretty tired. I am curious as to why you say you can't do sit-ups though.

Basically though, do a lot of good intense cardio, a lot, and anything else you can manage on the side will help. It just takes a lot of time and dedication, but if you stick with it, you should see results. Just don't let yourself be lazy. I know it can be hard sometimes, but it is really rewarding to be able to have that nice set of abs, and its worth all the time and effort it will take. Expect weeks before you see any really noticeable results, it does work, but it doesn't happen overnight.

Also, drink a lot of water, I mean like 2 litres a day, go for the gold. Not only is it healthy, but it is purifying (assuming you don't drink wayyyy too much and just wash out all your nutrients), and it can help you lose weight.

Let me say, I am no fitness expert, but this is my basic grasp of things, from experience. It is mostly common sense to a degree, and I hope it helps. A fitness professional might have better, more specific ideas for you, but this is what I know, and I know it works. Good luck!

Ballet or pilates. Or hang from a bar and lift your legs. Lifting your legs correctly comes from your stomach muscles. Good posture helps also.

Standing up, twist one way with arms outstretched - then the other way. Do this about 20 times a day - it helps.

Cardio, definitely. You can tone your stomach muscles all you want by doing sit ups, but it won't matter if there's a layer of fat hiding it.

Walking, running, stairmaster, anything that involves the legs will also work the abs. Twists are also good just be careful with your posture.

Become a gymnast... I have never seen a gymnast with a set. You are guaranteed to be flat.
