Is its population counted in NYC's population? Does it have its own government and police force seperate from NYC. Is it under NYC at all?

Yes Brooklyn is one of the boroughs of NYC. Although at one time it was a separate city from New York. It has its own borough government, but falls under the authority of NYC.

Manhattan
Bronx
Queens
Brooklyn
Staten Island
New York City also consists of 5 counties
Manhattan
Bronx

Kings
Richmond

The population of NYC is approx. 8.1 million
The population of Brooklyn is approx 2.5 million.

The police force is all 5 boroughs are administered by the city.
Each county has it's own courts.
There is a Mayor and city council for all of NYC
Each Borough has it's own president.

NYC is made up of what used to be 5 different boroughs that have all incorporated themselves into 1 city.

yes. it was a seperate city, but the two merged (1865, if I recall correctly).
