There are different appropriate form, if you could give more details (do you have to put it on the envelope or in the letter, so something else will follow?)
For instance, f you're addressing to a specific office or person responsible for a procedure: "All'attenzione" then for instance "dell'uffico visti" ("of visa office") or "del responsabile per le procedure di richiesta della cittadinanza Italiana" ("of the person in charge for Italian citizenship requests") an so on.

In Italy we do have the exact correspondent and it's
"A CHIUNQUE POSSA INTERESSARE"
This is what we write here on any document that we need to send to some address without knowing the name of the concerned person.
