It's fine for men. According to the New England Journal of Medicine, 10 minutes of staring at breasts per day reduces stress and the chance of dying from a heart attack.
Just to be clear, that doesn't mean you have to stare at the same set of breasts for 10 minutes straight. I think the reduced chance of heart attack would be far outweighed by the chance of being maced in the eyes as a stalker.
It's not so fine for all women. Quite a few become pretty uncomfortable at having a man stare at her breasts. You'd better have some seriously good conversation skills if you plan on staring for 10 minutes straight.
At the least, it would probably be helpful to have a ready made excuse that will reduce the woman's discomfort. "Is that a lump?" usually works. The woman's image of you is transformed from 'stalker' to 'concerned, caring friend' - or at least pushes the question of whether you're a stalker or not way down the priority list.
Being the 'concerned, caring friend' isn't all it's cracked up to be, though. Women rarely have a romantic attraction to the 'concerned, caring friend', so you're kind of stuck in no-man's land between two nearly equally bad roles.
I'd offer some advice on how to resolve that issue, but, to be honest, I don't do all that well with women. I haven't quite figured out why.

No, it is not OK. Of course, this does not stop most guys. And I think it is kind of universally accepted by most women that even though they don't like it, most guys can't help themselves when they look. But looking and staring are 2 different things, and staring is rude in any circumstance, regardless of what you are looking at. If you're discreet and sneak a peak, most women probably will let it go. If you are staring, you're probably making the other person uncomfortable and that's wrong. Whomever is doing the staring really needs to control themselves in the future. Not only is it rude, but is shows that the person staring has very little class.

*haha...yeah for like 1-2 seconds max...don't break your neck trying to look at them though.
*I'm a girl and I have done it, and I will admit I'm actually jealous of some girls...I wish I had their boobs, lol...I'm not looking at them for "that" reason...it's just hey...some girls are lucky and I wish I had what they have is all.
.So yeah it's ok...if you don't make it totally obvious...which is why you get like 1-2 seconds max! Then do not keep looking.
*I don't see the big deal, everyone has boobs weve all seen them, but whatever I guess some people aren't comfortable with others "staring" which if you ask me, it's a compliment.

Well, if it's ok to stare at a guy's crouch...then it should be ok to stare at a girl's breast. I suppose the best way is for two people to meet at a bar, club, what-have-you and make an arrangement to stare at each other. This way, no one feels like and object without making the other feel like an object

It's ok if you don't care what she will think of you when she catches you. It would be really funny if when she catchs you and gives you a bad look you momentarily stop looking at her boobs and kinda shrug and go 'meh!' then return to starring at her boobs. you would prolly look like a total jerk but i would laugh. and thats kinda what is important.

ya ya it's ok it's just a natural phenomena that every thing which protrudes out or is ahead of the whole body attracts others so keep ur spirits high and pants lose and keep staring

It all depends on what size the girls breast are and if she is wearing a revealing top. Me, personally, I get a lot of stares at my breast because I am a 38 DD....and when I wear a low cut top....forget about it. I know men are going to stare at my breast regardless...so it doesn't really bother me...but there is a differance between staring and gawking. Gawking is not sexy at all.

No that is not a good thing to do. Someone girls have low self esteem and that just bring it lower and some don't care and that make them loow cheap. You should have more respect for yourself and the lady not to even go there.

Do you mean stare? I think you should at least give them the respect of a 5 minute conversation before fixating on their chest.
If you can't hold out the full 5 minutes, then just let her know you tried.
