Is there some sort of law or something when it comes to using the Bible as a reference for self-help books and stuff.

How does it work?

"God" would have to hire an attorney to defend the rights on "his" work. Since "he" won't show his face, nothing can be done about the situation.

While the original Bible itself is "public domain", and may be quoted in other works, TRANSLATIONS of the Bible are still covered by copyrights. This is one reason why the King James Bible is quoted so often. It is an old enough translation that the copyright has expired. People can use it freely, quote it, print copies without having to pay royalties, etc.

With newer versions, it is like any other book. You have to have permission from the copyright holder to quote the material. Often a translator will allow the use of the version without permission for "reviews", or if the quote does not exceed a certain length (usually a single verse).

If you are talking about copyrights, you could use a version that is public domain, like the King James 1611 Version or William Tyndale's English, Young's Literal Translation of 1887, or Martin Luther's German Translation for free, but it would be harder for some people to understand. If you quote a more recent translation, you have to pay royalties to the publisher. In either case, you should use correct and consistant citations for your references, using a system such as Turabian, MLA style, APA style etc.
If your quotations are short enough, or if you only cite the reference and the scripture quotation is not a major portion of your work, you may not be obliged to pay any royalties.

Heaven and hell, trinity and rapture had best be just that, and is it 4004, 4025, 4026, 4049 or 4066 from Adam created in day six to Jesus a child in Rome world Empire #6?

The Bible is not a self-help book. The Bible, both Old and New Testaments, is about Jesus. It is not a story book, but God's revealed word.
