No they can not, they should pass the notice in writing either by mail or even email will be considered a proper notice. Some may even use office memo. But no they can not change without notice.

Usually employers give a months notice that it is going to be changing. Obveously they know about it and should tell their employees as soon as they know so that they can make arrangements. But, legally, they can change it if they want to.

im actually an office manager of car division in pasadena. that is one of my many duties to pay people. we as employers must tell the employee of a pay decrease or increase and have signed documentation.

Legally they might be able to, depending on state laws, but it would be very unusual for them to do so, and very unreasonable also.
