Try a good exfoliator and keep the skin moisturized. It sounds like it is just dry skin that has gotten grimy with all of the grubbing around that the little ones do.

Your tan can make the dry skin problem stand out more because of the concentration of skin on an unbent elbow. The same thing happens with knees. BUT elbows do not turn pink after one shower with a loofa. Don't despair, try this trick: Cut a lemon in half and squeeze most of the juice into a container for some culinary use and use the halves to bleach the skin on your elbows. Rest each elbow in a half lemon rind for 15 minutes and then wash again. It will most likely take a few applications .(not all on the same day) but this really works. It safely bleaches the skin and your elbows look better while you learn to exfoliate (remove dead skin by rubbing with something rough ie: washcloth or loofa) in the bath/shower.

Slice a couple of lemons in two, use the lemons to "scrub" the knees and elbows.

It could just be pigmentation. My son is half white and half Mexican and in the summer his elbows and knees get darker. Just a thought!
