I've seen a dozen or more older gas stations with portable trailers semi-permanently installed, with power hard-wired. It sounds like some sort of pump or fan is running insided. These have been at both "open" and abandoned gas stations. I haven't seen them anywhere else. There is a 10' tall 5" pvc pipe "smoke stack" coming out the top. There are no markings on any of these trailers. Is this some kind of environmental remediation? Should we be worried about fumes, etc.?

Those are likely a groundwater/soil treatment system. You can contact your state department of environmental quality, petroleum storage tank division for details.

They include a 24/7 groundwater pump system operating (the fan is a heat exchanger vent to keep fumes from accumulating in the trailer). The "smoke" is heated water vapor being discharged.

Fumes are treated prior to discharge (in some states), there is no need to be concerned about them. They may smell like gasoline when a system is started up, but they will quickly dissapate as the project progresses.

Interesting... I don't know, but it sounds odd.
