Anyone can rent a shop, call it a church and open it up for services and study. The question is whether anyone else will show up. Some states might have licensing requirements, especially if collections are taken.
All of the denominations have requirements for ordination. If you belong to one, ask your pastor/minister/etc. to get you pointed in the right direction. A Master of Divinity is standard. You'll need a college degree to get in though.

There was a great preacher who was a great criminal before. He is even more effective than those who took graduate studies.
