You don't need a work permit.. a work permit if for the time between when you file your petition to the time you get your green card (permanent residency) he has the legal right to work and go to school with a permanent resident card. He just can't vote.
He will however need a Social Security number. Take your green card and all other forms of ID to your SS office and get a SS card, it should not take long and you don't need any petitions for this. He will need that to work, maybe that is where you have your snag.

Is your husband the permanent resident or is it you? if he is a resident then he does not need any permit to work. If you are the resident then he needs to apply at the uscis.gov website under a qualifying category and you would also want to get started on his immigration paperwork cos it takes a long time to process. Whatever the situation and what you choose to do i highly recommend the services of an immigration attorney.

A permanent resident does not need a work permit to find gainful employment in the US. His PR card is all he needs to show the employer.**

I don't understand your question. If he is a permanent resident of the USA, he does have the right to work and live in the US.
