He just read the blueprint backwards and routed the axon wiring on the "outside". It's a honest mistake anyone could make.
Wrong Regius. UV radiation is almost completely stopped by the cornea, len and vitreous. Moreover why would UV damage to the nerve axons be any less damaging than to the photoreceptors themselves? Damaging either would result in blindness.

Back your assertion that the eye is not intelligent in its design. Don't tell me, let me guess: you object to the positioning of a mass of blood vessels in front of the retina. Doing this prevents severe damage from ultraviolet radiation. You object to objects being presented to the retina by the lens upside down? This allows our eyes to remain small, compact and easier to maintain and protect as a result.
