Is there software that will let me scan a full size page and then print onto an index card?

Just about any scanning software - should give you the option to choose where the scan is to go and the output size, but if yours does not you can save the file to Windows Paint. It will allow you to scale by percent. In paint go to image stretch/skew and put in the percent of reduction you want.

You couldn't read it if you could reduce a full-size page to print on a 3x5 index card. Be realistic, here. And yes, you could do this in Word, or WordPerfect.
