Pin the tail on the donkey works well with young ones and like you said pass the parcel
You can also split em into teams and get them to make mummys by wrapping an adult in toilet roll. they will love making a mess and the mummy can helop and encourage
A prize for the best mummy and a game of chase when the mummies break free
Also something like guess whats in the bag. A black bin bag with stuff inside it like a pencil or a rubber tied at the top
Goes around the circle to music and when it stops you have to guess what it is, if its right you keep it and a new bag goes in if not carry on and keep guessing
My three year old loved that last year

I don't know what pass the parcel is, but there is "hot potato." Just have the kids sit in a circle, and pass a potato around, play some music and when the music stops, the child holding the potato is eliminated,you just keep doing that until there is only one child left. The last child gets a prize. Musical chairs is a good game, Duck, duck, goose is a good game.
You can play a hide and seek game. Hide "prizes" and give the kids a chance to find them.

My friend and I worked together last year on a party for that age group and it was a huge hit with the babies. So here area few ideas:
Rent a small bouncy(or buy one....they are not too bad at cosco) Renting them can range from $40 a day to $140 a day so you might have to shop around. We just bought ours, and it has brought the twins alot of fun since then.
Baloons balloons and more balloons.....On the floor and on the ceiling..they little ones love it!
Depending on what part of the country you live in, if its warm enough you can fill up a large bucket(or in your case buckets!) of water, and add some cheap plastic easter eggs to it. Have parents help with the real little guys, but then take a dipper, or buy a bunch of sand shovels, and they can *fish* for the eggs. Put something fun in them, (you can buy big packages of cheap toys to add into them)
Ball races(ok so this only works for kids who are walking well..and not every one will do it lol) Have them start with a yard ball on one end of the yard, and see who can kick it to the other end fastest(but everyone wins!)
Piniatas are ok even with kids so young. A parent might have to step in and give it a good wack to break it, but the little ones will love trying!

I'm sure they would love a pinata. Just fill it with candy and let each child take a few turns hitting it and trying to break it open. Just make sure there is enough candy and age appropriate candy for allthe children. Safety pops would be good for the younger ones.
Also pin the tail on the donkey is classic game for young children. You could use double sided tape instead of a pin.

Lots of music and freeze dance is popular! How about musical chairs as well? If it's nice out, how about water balloons or other water games. Get some cheap bubbles for the kids to blow too.

how about a scavenger (sweetie) hunt in the house/garden or do some creative stuff. Buy a load of buns and have decorating competition. YOu can get loads of smarties/icing/decrations etc. Let them make their own Knickerbockerglories? Kids love jelly and ice cream!
All kids love to dance, have a dancing competition.
How about face painting (I presume you'll have plenty of adult help?)

Buy a parachute they are only £12 and provide loads of fun for the kiddies, get them to bring along a fav teddy and they can throw them on it. sing songs and do the actions to them eg ring a ring a rose's. get some free samples of carpets and place them on the floor and play leaping frogs, jumping from mat to mat. get several adults to blow bubbles and play catch the bubbles. hope this helps xxxx

get a children's entertainer not a clown most 3 year olds a terrified of them. a good entertainer with balloons an a puppet works the best we found

you ought to continuously do video games like, Simon Says, carry on with the chief, pink mild - green mild. video games with actual movements are continuously super for infants that age. whilst my young ones have been around 2 we'd do Simon Says yet without making the babies bypass out.
