You buy it when the new stamps come out and at any given time in the future it will still be good, even if the price of stamps goes up to two dollars.

The U.S. postage rate will go up from 39 cents to 41 cents on May 15th. For a "limited time", you can purchase a stamp, called the "Forever Stamp" at 41 cents per. This stamp has a picture of the Liberty Bell on it and the words, "First Class" have been crossed out purposely and replaced with "Forever Stamp", to signify that this stamp will be good for first class postage regardless of any future rate hikes.

No matter how much the prices of stamps go up with this stamp it will remain at 41 cents, and will never increase in price.
