usually when i blow my nose or wipe my eyes i use plain toilet paper. could i get germs from recycled paper?

No, you can't get germs from it. I use tp to blow my nose and wipe my eyes sometimes as well. Similarly, I have used tissues made from recycled paper as well. Never had a problem.
