Why do you care? Apparently you both are doing the staring. I think if he is this passive aggressive, if he really wanted you back, he go about it in a different manner.

Most likely he would like you to get all upset over it. It is called big ego and you don't need to bother contributing to it! Let her have em, you don't need someone who plays those kinds of games! Next time he does it, give him a huge smile and go on your merry way!

I stare at my ex's all the time too. And I'm happily married! It's just a curiousity thing. I wouldn't read anything into it.

hmmppff. sounds like he's playing a game with you and trying to prevent you from moving on. if you called it quits - there's a reason you done it.. stick to it and move on. don't let him bother you - thats what he wants. if he called it quits - he's not worth your time. he could be thinking he made a mistake now, but "he made his bed, let him lay in it"
either way, if you were meant to be together right now, you would be. go on with your life. what's meant to be, will be, but don't let yourself be disrespected and played.

he just wants you to really know that he is happy with her and is trying to through it your face , i would just act like you dont even care and you will find someone better then him anyway . he is just playing with your mind .
