apart from poor circulation this could be coming from the nerves in your neck and radiating down the arm. it's not normal to constantly have a tingling sensation. You should have this checked out by your medical doctor or a chiropractor. Chiropractors are very good with diagnosing and helping neck problems.

Carpal Tunnel Syndrome could be the culprit here, or you may have a herniated disc in your neck. Then again, when my son was in his late 20s, he complained about tingling all over his body. Turns out he was hypoglycemic and the tingling was one of the signs of this condition. So, I suggest you see your doctor and get all tests needed to find out the cause.

What the problem might be is that you surculation to your arm is weak because either you keep it up in the air for a while or if you sit sideways in a chair and have your arm hanging over the backrest. That will do it. I had that problem to. Hope this helps.
