In Montreal, any time during the summer and fall months are good. June, July, and August have the Grand Prix, Montreal Jazzfest, and the Just For Laughs Comedy festival.
Temperature generally ranges from 90F in day down to 60F at night.
For Quebec City, there is a winter carnival in January and February, with a chic Ice Hotel that you can rent rooms in. If you are not coming for that, then I would recommend spring or fall visits to watch the whales, see the leaves changing colors (fall), and still have nice weather with few storms and bugs (black flies, mosquitos are more prevalent in summer months and can be annoying).

Late May early June is good time to - with all new freshly green trees and flowers. Late September, up to mid-October is an excellent time if you like fall colors, plus it's not too hot.
Mount Royal is very colorful in Fall, same is Quebec city old town...
Here I found some good photos of Montreal and Quebec city in Fall:

Unless you wish to check out Québec City's winter carnival or Montréals impressive summer festivals and grand prix race the lovliest time of year to visit would be foliage season. The height of it is usually the last few days of September and first third of October, with it being a few of days earlier in the Québec City region and the Laurentians north of Montréal than in the Montréal area southward..
