No, ofcourse a congratulations isn't in order. I don't blame you if you cant think of an appropriate response. But don't alientate her, either. That will just make it worse for her AND everyone else around her. Just show your disapproval, and come up with a practical solution. (which means you forget your emotions when you make that decision).

Well, first off, her parents should be SLAPPED for allowing this baby to have a baby. Then I'd hunt down the father and his state of health would be determined by his age. If he was 16 or over he would have a very serious problem. And NOW the baby neice. I would tell her congrats on reaching adult hood. As her life is NOW finished for the NEXT 18 years. And I would offer to teach her things. Like feeding or diapers. BUT just so she would know how it needs to be done.

My Niece was PG at 14.....I told her I was disappointed in her lack of judgement to get herself in that position but also let her know it was alot better than contracting Aides/HIV,which also could of happened..BUT,now that he was born she had serious decisions to make...Adoption is one or her Mother raising him was the other...
Without her Mothers input she is too young to know how to raise a child..let alone support him...then if she keeps him, the boy responsible will also be involved financially,and parentally eventually..She made an adult decision to have sex now she must deal with it as an adult..The child is not at fault,he is a blessing,and healthy,but praising her behavior only encourages more of the same..slam dunkin' her with the reality of it all is the best way to deal with it..I wish her,and you luck..

I think an appropriate response would be, "Best wishes, if there is anything I can do to help let me know" It sounds like she has made some large mistakes and is need of some serious love, understanding and guidance. Maybe you could be that person for her.

"What is the baby's name?" - it's not exactly congratulating but it shows enthusiasm about a newcomer in the family. Perhaps you can ask to see the baby and hold him/her too.
You could also send the baby a birthday card. It doesn't display your views about your niece's teenage pregnancy, it just shows you care.

Just offer her as much support as you can, and try not to be too judgmental. Her life is now going to be hard enough without fingers pointing at her.

it must be hard, if my neice was in the same position, i would probably be disgusted, i wouldnt say that to her, but wish her all the best, if her parents arnt there, its a wonder why they havent given her options. 13 is too young, she is a baby herself. :)
