Sure they do!
Texan Duck - Qwack, y'all
Minnesotan Duck - Quac oh yah.
German Duck - Qåk da.
Scottish Duck -Qrrrraaaackkk.
Hawaiian Duck - Quackikalikimaka
New Yorker Duck - Quack you, mothafooker!
French Duck - Qua? (so sophisticated the French ducks are . . .)
I'm sure there are other regional quacks but I haven't met ducks form those areas.

I know where this question has sprouted from ^_^
If the ducks are from the same species then no thier quacks are the same, the pitchs may vary from duck to duck but they do not differ in the same "accent". However the way human pronounce the sounds of duck quacks vary from country to country (im sure ive seen this on an advert on the discovery channel) that has lead you to ask this question ^_^
Interesting Duck Fact: Duck quacks do not echo and nobody knows why!

Very probably. Some years ago the RSPB [Royal Society for the Protection of Birds] carried out a nationwide survey into song birds in England. One startling piece of information learnt from this survey, is that birds of the same feather, the garden blackbird, for example, has a quite different song say in London to his counterpart in Leeds.
We must assume from this survey of song birds, that the same applies to ducks. The mallard of the Fens quacks Fenland, while the mallard of Regent's Park quacks Cockney.
Just like us humans then.
A typical Cockney human greeting of the 1950s was "watcha ducks". This translates into English to mean, "how are you?"
