I've tried to turn off the water at the front cut off valve which is down in my laundry room, let the presure build up and reopen to see if it will clear. But the pressure hasn't change. The back is fine.

Is this a full watering system, or a hose? If it's a hose, this may sound obvious, but have you got any kinks in it that would restrict flow? Can you undo the hose / system from the tap? Is there a blockage at this junction?
Has the pressure dropped over time, or did it suddenly drop?
There may be some dirt blocking the valve inside the tap.
Work back through the system in an ordered fashion.

The seals or washers in the Value could be bad and blocking the water. Also if you have cast iron pipes then they could be blocked by rust. Another thing could be just trash in the line and blocking the water flow. I would take the value off and check for trash first. While I had the value off I would just install a new one. If you still have problems them I would say you have trash in you pipes somewhere.

It is probably a washer in the faucet that is shredding and blocking the flow of water. Turn off the water supply to the faucet and remove it. Check for blockages and flush out the line while you have it removed. repair or replace the faucet.
