My salary is 3500 AED monthly. Basic is 2000 AED.
I know that one needs to earn atleast 4000 to sponsor spouse... is it 4000 Basic salary or 4000 total?

The salary criterion for family visit visa entitlement for Dubai is as follows:
- Either the basic salary should be AED 4000 monthly.
- AED 3000 plus company provided accommodation or AED 1000 as house rent allowance monthly.
P.s. I would suggest you to contact the airlines offices like emirates, gulf air or air arabia. They will assist you to obtain a visit visa for your spouse with less documentations.

You need your paycheck to say 4K or more per month.
