Government is run by politicians and they have the discretion to fullfill the promises.

the idea is to never fulfill the promise, because if they solved problems than we would no longer need the government. so they sell you what sounds good instead of real solutions... the solution is to get the federal governmet out of most social issues and leave them to the state
