It starts at Fahrenheit 451.
It depends on how the paper is supplied with air. Ordinary burning paper, say a newspaper started on the edges, runs about 1800F, a yellow flame. If the paper is all crumpled up and lighted, every part gets air and it burns very rapidly, perhaps getting up to 2200F. If it is treated like a log (tightly rolled, so lots of material together) and supplied with a good draft, it can get up over 2500F (white heat)
