....toe heads, or is it tow heads?! I don't get it and I'll NEVER be able to get to sleep tonight unless someone answers me!! Thanks!

Someone told me this before, but I forgot and had to look it up again: This is based on the hair's resemblance to tow which is coarse or broken flax prepared for spinning.

Tow is a plant fiber or flax that, once upon a time, was commonly used in spinning, such as in ropes and material for items of clothing. It is typically fair in color, a whitish yellow.

Its a germanic word - meant flax colored (like undyed beige-ish linen)

because theyr head looks like a toe cuz theyre hair is so light it looks like they dont have any hair...therefore making their head look like a giant toe!!!
