When you goto see the person's friend's list how does it decide whether to put one on the first page or last? It seems like the less friends a person has the further back it goes but I'm on everyone's first page when I don't have that much.

Actually it's based on the order of when they created a myspace. since you are on the first of many pages it's because you created a myspace before everyone after you.

its by the order the members signed up.
The first page are the members who have been on myspace the longest and the last page are newer members
