I have driven a car (both stick and automatic transmission), ridden a scooter, abicycle, and skateboard in Taiwan - mainly inside metro Taipei.

1. Taipei roads are nice paved but the alleys are very narrow and are worsened by parked cars. Taiwan highways are the same as US highways - well marked signs and nicely paved - but are congested like Metro area freeways during commute hours in the US.

2. Taiwanese drivers are similar to most big US city drivers - aggressive.

3. Taipei city traffic is congested during the day. It's no different from any other major city in the world. Gridlocks don't happen as much as before. Just plan your driving accordingly. MRT, bus and taxi are very convenient and inexpensive in Taipei. I prefer to take public transportation than drive, unless I have to go out of town, to the coast or the beaches.
