I am not going to tell you whether or not you should have the kids in the entertainment business, but I will give you some helpful pointers.
As far as agencies go, John Robert Powers was mentioned as a reputable modeling agency. This couldn't be further
from the truth. They are a scam. Never, I repeat never should you give ANY money to an agency or manager unless it's the standard 10% commission based upon the kids getting a paying gig. I will tell you this, that you have a definite advantage with twins, and if they are cute, then getting a legit agent interested in them should not be too much trouble. You should trying contacting the regional SAG (Screen Actors Guild) and see if there are any they recommend, or check their website.
As far as money goes, the kids are going to need some sort of headshot. In this business, it's their business card. Now, since they are only 4+ years old, it doesn't have to be some super duper shot, as the kids will change quickly as they get a little older, and would then need new shots. But, whatever sort of shot you get, you are going to need something.
Bottom line, it's going to take some money. That is the simple fact of the entertainment business. The kids are their own product, and you must invest in that product just like any other legit business. Sorry if that dashes some hope, it's just the way things are.
PS. Here's SAG's listing of agents:

I feel sorry for that kid. She doesn't have a childhood, and you know she's going to have a lot of issues by the time she reaches adulthood. I seriously doubt her mother will be around to see her graduate. "It makes people happy, and I'm not harming anyone," she says. Look your four year old daughter in the eye and tell her that. Tell her that she is living in a sound home environment that is healthy for a developing child. If you can do that, then you seriously need help. Yes, you're hurting someone. You're hurting the child you gave birth to who 'set you apart' from all the other freaks on the internet. When it takes 30 medical professionals for you to give birth, that's nature and God saying that you shouldn't breed.

Wait until they are older, they will make more money when they are older.
Call Neiman-Marcus, ask for the Fashion Coordinator or Fashion Director. Ask him or her for names of the top the best modeling agencies for children in Atlanta.
