No! The US should not be allowed to intervene in the affairs of other countries. Every time it does, it is for the worse, installing right-wing dictatorships into power or messing up their economies, along with preventing human rights etc.
The US has been doing this since 1945, and each time in violation of the UN charter and other international laws and agreements.

Your question is "should" the US be "allowed"? But there is no real international authority to allow or forbid it. The UN may vote on an opinion, but it's not exactly like a government.
If you mean just "should the US intervene...." then it is every country's right to act in its own interests, as long as it respects other countries' rights, so yes, this can be permissible and even necessary. The question then is: should the US intervene in this or that specific situation?

Why should U S (or any other country) intervene unless the country is threat to US (or any other country). There is a strong system of international justice called united nations Utility of UN can be seen in cold wear days. We should still trust it. Yeah there will be instances where a philosphy of a particular ruler can be a threat to hmanity in general. These situations deserve a action but it needs to be consensus rather than the highly debatable situations US is creating now a days.

Yes, if those other countries can't get their sh*t together and in so doing, hurt the countries around them as well as the US.
