The correct answer to 8 is C. The Supreme Court never made a decision in the election (they never heard the case) and we do not elect the President by popular vote. While a careful recount of Florida's votes was done, President Bush won by the majority of votes in the electoral college.

For number 9, the answer is clearly not b. Lincoln was not around during the same time period the Federalists were a party. Jefferson was not a Federalist, but a Democratic-Republican (yeah the name is kind of funny) and Washington never associtated himself with any party. This leaves James Madison, the fourth President as the correct answer. A.

For number 10, I am not certain of the specifics of the McCain-Feingold Act which is what this is referring to.

For number 11, B and D can automatically be eliminated. Mutually assured destruction is the reason why neither the United States nor the Soviet Union started a war. Deterrence kind of goes hand-in-hand with mutually assured destruction so C is not likely to be right. This leaves A, we did use war (Vietnam and Korea) as well as numerous covert operations to prevent the spread of communism.

The answer is C.
In fact all of the other choices are irrelevant or mis-applied.

(A) The candidate that ultimately lost that election was seeking a selective recount of certain Democratically controlled counties utilizing irregular counting methods to evaluate ballots and not a complete recount of Florida's votes.

(B) As every US citizen should learn in High School civics a plurality of the total votes cast does not win a Presidential election. In fact neither candidate won a majority of the votes cast.

(D) The Supreme Court did not decide who would be President. They simply put a halt to the at that point ridiculous farce that The Florida supreme court had created with their seemingly endless recounts. The Florida electoral votes were then awarded to the certified winner of the Florida election, who also carried that state in the 2004 election handily.

The answer for #8 is definitely 'D'. I just took this exam, and C is wrong!
