It came down by slowing it down so it was semi controlled as to it's final landing zone. They were able to bring it back to earth by precision retro rockets that were fired and Mir's orbit was slowly brought into the upper atmosphere, The MIR was slowed down to have it fall back to earth in an area that they were sure it was safe from hitting people cities, and so forth.
