What do you mean broken fins? Most fins on fish are very flexible and don't break.

If he isn't a betta of similar fish your best bet is to leave him where he is so that he will have enough oxygen in his water.

You didn't mention what kind of fish. I assume you mean fresh water fish. A cup is too small you will need a big bowl or at least a quart of water. You will need to air-ate this water too. You can just put a small air bubble stone in the jar, but make sure you adjust the pressure WAY DOWN to just a bubble a second otherwise you will hurt the fish. You can use any jar just be sure you don't have soap in it. Use salt water to clean it. Just wet the jar with about 2 tbls. of water and 1 tbls. of salt use a paper towel to rub it around( it will be very gritty)
it cleans anything off it. Rinse well. Take water right out of your aquarium just ad a little salt. About 1/4 teaspoon keep it room temp. don't let it get cold from air conditioning or hot from no air. fish are pretty adaptable to temps from 60 to 80 just so its not a sudden change. Like if it gradually dropped over night it would be okay. Good Luck hope I have helped.

Is this from fighting or desease?Best to put it in a breeder attached inside the tank he's used to,unless you use alot of medication trying to save this fish.

if its goldfish or other fish that chase and nip then he should probably be separated to give him a chance. if he isn't being picked on then leave him where he is and make sure he is getting enough to eat at feeding time.
