Does it mean that we should press forward arrow once and not twice

OR

Does it mean that we should press the forward arrow after we have done this

OR Does it mean something else?

It means you should press the forward arrow after you have done this.

If it meant press the arrow a single time, it would have been written like this:
"Only press the forward arrow once AFTER you have done this."

The forward arrow should be pressed once a prior task has been completed.

I think it means.. press the arrow AFTER you have done (whatever)..
