my little fish is breathing but has broken fins will he die

It depends on what you mean by broken fins. If they are bent out of shape they will probably straighten out given time. If pieces are missing, they will regrow in most cases. If he has fins that he can't move, then odds are good he is very, very sick and will probably not recover. It all depends on what you mean by broken fins

More than likely, that's how they get around and if they can't get around to eat and stuff like that then they really don't have much chance. I hope everything turns out fine, but if it starts to look like it is getting worse, put the poor thing out of it's misery.
