Is this better than my Radeon X600 Mb Hyper Memory Graphics Card? I don't know much about graphics cards.

I've not seen a review of the X600 Hyper, just some negative comments from gamers. Your X1300 Extreme Gamers Ed could be similar to the X1300 Pro w/c is a factory overclocked X1300.

Your X1300 Gamers' Ed is better than entry level PCIe cards and the X600 because of its fast core/memory clocks and because the 256Mb videoram is ALL onboard the card and not partially shared from system RAM.
