i hope not cuz then it will effect my lil sister and she is getting a job when shes 16 and she needs a car is it definelty going to happen or was it just bought up?

I doubt that and never heard anything about it. But if that was going to happen chances are that it would be on a State by state basis. The federal government probably wouldnt involve itself in that matter.

that depends where you live.
It might help to know that, because driving falls under state's rights.

And in response to the other answerer,
I have seen adults change clothes, shave, smoke, talk on the phone, read the newspaper, work on a laptop/ blackberry, and god knows what else
On a daily basis.

At least young drivers are aware of the fact that they are vulnerable. The untouchable attitude of a particular adult driver has gotten me rear-ended, and caused me a lot of pain. She was getting the lid off of her water-bottle.
Pay attention to the road!

Lord I hope so....

Kids now are texting, driving while sitting on each others laps...some of the things I have seen them do...

Unbelievable.
