Call around to banks in your area. Most gift cards do not work at ATMs; however, the gift cards that my bank sells do. You may pay a dollar or so more for the card with ATM access but if that is a feature that you are looking for then it is worth the money.

Visa and Master Card gift cards will work in an ATM but be prepared to pay hefty fees. Even checking your balance in an ATM will cost you. If you're looking for a bargain, try this site.

there are gift cards that have the master card or visa logo on them. You can use these at an ATM machine. Citizens Bank sells cards like these
