You are correct; it's both of them, plusCdCl2.

The equilibrium is

Cd(IO3)2 <> Cd2+ + 2 IO3-

NaIO3 is a strong electrolyte >> Na+ + IO3- ( IO3- common ion effect)

and

CdCl2 >> Cd2+ + 2 Cl- ( Cl- common ion effect )
