Benchmarks are not the same as time lines. Benchmarks make Iraq set times that certain things need to accomplished by their government, such as retraining troops etc.

The reason that Pelosi faced criticism for traveling to Syria and meeting w/ officials there is because IT'S NOT HER JOB!! She has absolutely no business going there, she has no authority to make foreign policy or negotiate anything with a foreign country.
Her job is to represent the people of her district in congress. Nothing more.
