Buy, or copy and print a map of NZ the size the model needs to be.

This can be your base, and will give you the outlines of the country.

You need a second map, showing how high the mountains are, a simple school atlas should have a map like that, often coloured in different shades of green/brown.
Now make mountains, height according to the coloured map, out of chicken-wire or something like that.
You can also build the mountains out of several layers of cardboard.
Fix the 'mountains' on the base map.

After you have a basic model you make paper mache, either by mixing small bits of paper with wall-paper-glue or by using long strips of paper which you dipped into the glue and use immediately.

Next you layer the paper mache on top of your metal or cardboard, making the mountains as good as you can get them.
NZ has a lot of sharp mountain ridges, and some vulcanos, and only a few areas with rolling hills.

Try to make a good connection with the base-map, but do not go outside the coastline, unless you want to make the sea-shape too.

After you have given the model time the dry you can paint it. Use your coloured map or look for a satellite 'photo' (like google earth.)

I hope this helps.
