Hezbollah is directly funded by Iran and yes, it is a terrorist organisation. This is well acknowledged by most experts, however Iran has never admitted it.
As for the rest of the terrorist organisations, there is no real hard evidence yet. I would say that it is plausible.

Iran sponsors the Shiite militias that are fighting Al Quieda in Iraq.
Iran was fighting the Taliban while we were still sending them aid.
Iran fought a ten year war with Sadaam Hussiens Iraq, while we supplied Iraq with WMDs

Iranians support the terrorists because just like other Islamic states, they are against the Western domination of world affairs.
