About 15 yrs. ago, I had a law in my hand that said in essence,"... One government program cannot take away from, count against or otherwise deleniate from another government program." In moving I have lost it, but, I very much need it now. Where can I find it!? i.e. SSI is one govmt. program, welfare is another. Welfare department isn't supposed to count one's SSI against the food stamp program and take a huge amount of food stamps away from recipient. According to the law, One that qualifies for government programs, is supposed to get them in FULL.

If such a law exists, I am in favor of repealing it. Then again I am in favor of repealing the entire social security program. Food stamps are based having an income below a certain amount. Social security payments ARE income and should be included in any determination of NEED for food stamps.
