Benoit is weak on the mic, but the guy can wrestle.
Christy Hemme is painful to hear cut a promo so she gets marks up there as well.
Orton is another who could use some help on the mic, but the worst ever without a doubt is the Ultimate Warrior who even understood a damn thing the guy ever said?

Yes. I can point some to you. "Rowdy" Roddy Piper, The Miz and The Rock. Of these three Rock is the best wrestler but if his mic skills weren't so good he would have never passed from mid-card. He improved a lot since his debut and became decent in the ring and the best ever with a mic. The Miz's history is a lot similar to Rocky's. The Miz debuted and shown us very poor in ring ability and day after day is getting better, being decent nowadays. Perhaps he reaches the status of good in-ring wrestler. he only has to learn more 4 or 5 moves, including a new finisher and a submission move. But his promos are simply gold. He, Sheamus, and Randy Orton make me watch Raw. But I always enjoy his promos. He is a great entertainer and he makes every single storyline seem interesting. See what he did with his feud with Cena. It was simply stupid but Miz made it interesting with his promos. Hot Rod was weak in the ring but when I watch old shows on Youtube I see how much of an entertainer was he. Poor in the ring but capable of getting reactions from the crowd as very few were. Of course the guy who everybody loves is someone perfect: great in the ring and extremely entertaining with the mic. But as this I can only remember one: The Hartbreak Kid Shawn Michaels.

Just about every Diva... with exceptions to Trish, Lita, Chyna and Maria who is actually amusing and funny on the mic
Both Hardys... they always seems like they are fighting off A.D.D.
Chris Masters... take the marbles out of your mouth

It's not fair to say Khali since he is just starting to learn English. A year from now if he is still bad, then I will agree to add him to the list.
