vaseline does give the eye shadow a glossy, polished look. the downside, however, is that the natural oils in the vaseline will not help the shadow stay, especially if you have oily eyelids to begin with. i wouldn't recommend it, but if you still want to go ahead and try it, put the vaseline on afterwards, otherwise you'll end up with a greasy mess. you could also try using a cream shadow. those look more glossy and polished then powder versions.

I've done this, but Vaseline isn't used to prime the eye- It just makes the eye glossy and it is a little easier for the makeup to melt off. You can dab the Vaseline on after you apply eyeshadow, or put some loose shadow into a bit of Vaseline and mix them.

First of all, a primer is intended to go on BEFORE your makeup. It creates a barrier between your skin and your makeup, protecting your skin from irritation and providing a smooth base for your makeup.
If you want to use an eye primer, I suggest buying one at Sephora or a department store. I think that vaseline would feel heavy and greasy. A lot of people feel that their skin becomes "addicted" to vaseline (meaning that it dries out unless it has vaseline on it).
If you are looking for a glossy look around your eyes, I suggest buying an "eye gloss". It came in style a couple of years ago and you should be able to buy this. It's basically a gloss designed for your eyes (obviously). Apply it over your eyeshadow to make your shadow appear shiny.
I hope I helped!

You can use a very tiny dab of Vaseline as a glossy primer before you apply your eyeshadow.
Avoid this if you have oily skin. Only wear clear mascara or curl your lashes because Vaseline dissolves mascara and liquid/cream eyeliner. You can experiment w/ using a dark powder eye shadow to line your eyes.

This is interesting that her eyeshadow stayed on all day. Usually vaseline leaves a residue that can make the eyeshadow smear off. I guess it could work before putting on your eyeshadow however, just make sure you dont sweat and you dont have oily skin. Also, the slightest touch could smear it right off. It doesn't seem practical to me at all.

I've never heard of Vaseline, but urban decay primer potion works THE BEST. If you have an Ulta near you they sell it.
