Since the government has no respect for lives lost and ruined by war, there is no moral way they could be a steward for life that has it's beginnings in science. There is a failure to see worth in combat, therefore there is a failure to see anything short of perfection in civilian daily activities.

If there is no other way for a couple to have a child...

However, if the couple is capable but chooses not to, then no, they should not use (them).

The only problem I truely have is the price, given that it is several thousands of dollars for simple artificial insemination, and it fails 60% or more of the time... And more "reliable" methods cost astronomically more!

Reproduction is an intensely personal decision. The government should stay out of it. Implied right to privacy, y'know.

Here's an interesting angle on that question: Anyone who thinks abortion is illegal should also think in vitro fertilizatoin should be illegal (and not do it themselves) because extra embryos are often produced and destroyed.
